Questions about when to soak and when not to soak stamps

Does anyone know of a resource that outlines which countries can be soaked and which can't by year?
I know US mostly can't be soaked from 2004 on for example, but what about the rest of the world? Someone must have compiled this information at some point, but I couldn't find it when I was searching for it with Google.

USA in general after 2003
Italy Gold Priority Mail stamps - Sc. 2298 (1999) and 2393 (2001) -note, don't citrus these either
Italy self-adhesive standard rate stamps
Italy in general after 2004
Belgium definatives after 2008
Irland Christmas (discount rate)stamps
Great Britain security slit Machins
Great Britain 2nd & 1st class Christmas stamps
Portugal modern definitives
Spain ATM stamps
Germany semi-postals with holographs on them
Frace Marianne definatives starting from 1990
Australia after 2016
Belgium after 2007
Ireland issues from this picture I confirmed are not soakable, the problem is that some (such as the Birds) have earlier versions that are soakable and I don't know how to tell which version is which.
Confirmed soakable:
Modern Germany with the exception of holographic semi-postals
Modern Norway with the exception of certain 22cm stamps from 2010 and 2011
Modern Australia up to 2016 with the exception of foiled Christmas stamps
Random unconfirmed rumors:
Some countries, for a time, commonly had no gum on the backs of their stamps people used a community glue pot in the post office: Taiwan, Red China, India and sometimes Pakistan from WWII to the mid-60s.

I have never been able to find a complete or even partial concordance to unsoakables anywhere. And it's not for lack of trying. I'll try to get it started.
. I ended up with about fifty of the low value of that series and the only thing I noticed is that they were more prone to adhesive glop (like leaving a rolled-up remnant of goo, or migrating to the face of the stamp) than others of that time, as if the adhesive was slightly thicker or heavier than usual for recent Norway. I probably lost a few to impatience, but I really don't remember any paper separation.
