I have to agree with Phil , It is only just recently that the US stamps have started to come up to par once again. The Latest 150th anniversary of the joining of the transcontinental railway stamps are a shining example of what the US can produce if they were not so lazy.

I agree. The USPS should quit trying so hard to pander to the tastes of popular culture (The Simpsons stamp was a 1.2 million dollar loss for the USPS, with more than 2/3 of the billion stamps printed going unsold), and just put out quality work on relevant topics.
angore, The US has a new group of Dragon Stamps out. I think they could have done so much more with them. I'll post the sheet shortly. I have a feeling these will go the way of the Simpsons stamps... a big loss for USPS.
For my basic worldwide collection, I want a sampling of all countries in each of their historical moments. History has not ended, so I have no cutoff points.
As for specialized collections, and countries for which I want everything listed, I do have cutoff points. For the US and France, it is the millennium for the same reasons as a lot of collectors. For the German area, it is the death of Stalin, after which Germany got boring. For detailed collecting of the German area, 1867 after the war between Prussia and Austria.
I collect each country, dead or alive, but focus on France, French African colonies, older German area, allegorical men, carnivorous plants, Vikings, rock art, engraved pictorials.

So true. Do they really think that because someone likes a movie they're going to buy stamps about it?
My cutoff date is different for each country. US and Germany are the only two that go from the beginning to most recent. Most are determined by the stamps I received. If I get a small collection of a certain country that only goes to 1940, then it's cutoff there.
