Belgium precancels aren't listed in Scott, so Scott would call it #266.
The 1949 surcharged stamp was issued together with the precancel. If it had been issued both with and without the precancel they would have only shown the surcharge part.
EDIT: The Michel catalog summarizes the types of precancels used, but my old catalog is in German only. I made the mistake of trying to collect the precancels and am now trying figure out how to get out gracefully! Imagine trying to collect all of the USA precancels

Belgian precancels exist with precancel-surcharges in 10 different types, from 1894 to 1996.
First the precancel was handstamped, and different for each postoffice. Every year, or halfyear the surcharge changed, and every important post-office used its own
The first precancel is f.e. one with the handstamped surcharge "Anvers 1894" on the stamp Scott nr. 62 (Michel nr. 60). Later on the surcharge changes in a bilingual type f.e. "Antwerpen 1911 Anvers"
There are 6056 different surcharges of these handstamped types (the latest in 1938), and the specialised collector distinguishes these precancels also in function of the position of the surcharge of the stamps (horizontal, vertical, upside, ....).Some are pretty rare.
From 1906 on in some offices the use of typographical precancels started and in 1930 a surcharge for the hole country was introduced. "Belgique 1930 België" f.e. These were used simultaneously with the "office-precancels".
In 1938 the use of office-precancels stopped and only precancels for the hole country remained. In 1938 a different precancel for each month was issued. From 1939 till 1954 two different precancels were issued each year From 1954 till 1966 one precancels was issued each year From 1967 on the year wasn't any longer indicated in the surcharge and the precancels stamps remained valid without end.
There are some 838 different typograhical precancels, and here also one can distinguish surcharge in function of the position on the stamp.
If you want to collect the Belgian precancels, a specialised catalogue is advicable. I known only one, in french and dutch. The Belgian stampcatalog C.O.B. only mentiones the precancels from 1938 and later. The handstamped ones and the first 332 typographicals are not mentioned. The numbering of the mentioned ones however starts correctly with nr. PRE333.
