1992. Complete set of 8 hard-to-find St. Petersburg Surcharges, as right-margin Center Pairs. I don't have a book that covers these, but I do have a note from somewhere that the single stamps are Y&T# RU-SP1-8.
Top half of sheets were typograph surcharged with a city rate, bottom half of sheets were surcharged with an out-of-town rate. There appear to be several subtle varieties of font here, so some or all of these may be fakes.
