Nice shift. Don't mean to be picky but instead of the red moving up I think it's a matter of the medals and ribbon shifted down. I checked my copy and the coloured part is well centered on the white background. In this case the red is where it should be but there is a very wide space at the top where the blue and gold colours have moved down. Don't know how these were printed but it looks like it was done in two runs. One for the red and one for everything else. This is definitely a keeper to be mounted next to a normal copy in your album.

I was thinking the same thing ... that the rest were shifted down, then the positioning was shifted before the red and voila!
I should go with my instincts - I was going with an “experts” take from another forum.
I LOVE finding these little oddities and I’ve been really lucky with my discoveries. My best find was a Captain Jack from Ireland in a bag of kiloware from Australia. I’ve found forgeries, all kinds of shifts and changelings - mostly red to yellow and green to blue color changelings. And loads of misperfs, if you collect USA those are so very common.
