Can anyone help a Cat ID this postcard?

The basic postal card appears legitimate, but as sforgca pointed out, the color of the surcharge is not the same as the normal color of the 40h stamp, along with some obvious design detail differences that sforgca did a great job of marking & describing!

The card, in fact, is a private print half of a double card. I can't tell from your pic, but the top half of your card is likely either a torn edge or a scissor cut edge, unless you have it folded over. The purpose of the surcharge was to meet upcoming rate increase. These are sometimes called "uprated" cards. Other surcharges also exist, in different denominations/colors.

However, the differences in design details of the surcharge does bother me. The color is roughly correct for the surcharge, and the placement (even slight misoriented) is typical. But things like the "h" not being curved/pointed?!? Some things can be explained by overinking. Maybe also the printing die was getting worn? Don't know. It's definitely not a sharp surcharge, that's for sure.

The pencil writing at top corner looks like the H&G catalog number.

Ah, it occurred to me that those listings won't stay there forever. So I uploaded the uprated postal card image onto SeeMyStamps:



As you can see, the 40h surcharge is much sharper. Details such as the curved/pointed "h" are there and appear correct to the original die. I did't check the other design details for a match. sforgca has a much better eye than I do for these details.

So Meow came across another Austrian one that Meow does not see in the H&G book. This one has an overprint on it. Also, Meow moved the hoardings off the printer to get a better scan of the previously mentioned item.
Any input would be appreciated.

The bottom is a CSR overprint. I believe these were all locals. My, it's been nearly a decade since I've last seen a picture of one of these CSR overprints.

I don't have an H&G catalog, so I can only "sort of" point you in a direction. Look in Czechoslovakia (or Bohemia/Moravia). Since it is a local, it will likely be in the back of the listings if at all.

So as of today there are not any items that Meow has tried to catalog that Meow could not find due to khj and his helpful knowledge. This is the item Meow finally figured out its identity yesterday. It has Japanese writing on it so Meow looked in japan catalogs to no avail. Then Meow googled Kartoepos and found it was Indonesian. But the Indonesian catalog mentioned, and showed only an overprinted version of this item. So after pawing around the web for more answers Meow finally found what it was. It is Dutch Indies H&G #77 1943. It took more than a few hours to figure it out. Luckily Meow does not have as much trouble with the average item. Just wish they wrote those H&G book a little bit more easy to decipher.

The characters on the right side indicate the region for Japanese occupation issues. I think Philatarium might have a simple guide he can post, showing the characters for each of the occupation areas. I stopped collecting postal stationery back in the early 1980s, so once again, I have to say I've really enjoyed seeing your pics -- not to mention that some of the items are simply not seen very often, even online. Not saying they are rare, just not often seen (at least by me, anyway).
