Montenegro 1905-6 Constitution overprints, Sc.#66-71 with large and small 'C's SE-TENANT.
Scott does not address these se-tenant pairs. While all nine values of the original 1902 set (Sc.#57-65) received both overprints, Gibbons notes that only these six values "may be found" as pairs with both overprints se-tenant.
The major catalogues agree that the small 'c' overprint was issued in 1905, and the large 'C' overprint was issued in 1906, so what is the explanation for se-tenant pairs?
